Job Summary: An employee in this position provides support to the top school administrator by performing a large variety of bookkeeping activities and participates in budget preparation.  Work requires the exercise of considerable judgment to insure that transactions are in accordance with correct accounting and budget procedures and statutory requirements.  Employees receive minimal supervision, with work reviewed for results and conformance to policy.  The accounting records maintained by the Bookkeeper, or under his/her supervision, will be subject to audit.  This employee is expected to perform fairly independent within established procedures and regulations and receive general instructions on methods of work but usually specific instructions are provided on results desired.

 

Terms of Employment: 12 months, with salary to be established on the Local Salary Scale 61

 

Duties and Responsibilities:

  • Maintains a complete and systematic set of records of all financial transactions of the individual school funds.
  • Receipts all money collected at the school and monitors compliance with proper receipting procedures by the staff.
  • Prepares all bank deposits and delivers deposits to the bank.
  • Obtains or prepares appropriate supporting documentation for school disbursements and writes all school checks.
  • Maintains an accurate and complete checking account register and reconciles the account monthly to the bank statement and the monthly financial reports.
  • Reconciles teacher and principal receipt books.
  • Performs all necessary year-end close out procedures. Organizes and packages the financial records for the year-end annual audit.
  • Performs all other necessary accounting procedures to ensure that the individual school funds are collected and disbursed in accordance with Granville County School Board policies and in compliance with all applicable State laws.
  • Maintains a complete and systematic set of records of all the school’s local, state and federal funds transactions
  • Obtains copies of school’s allocated state, local and federal budget and the school’s allocation of departmentally controlled state and local budgets.
  • Enters purchase orders in the LINQ system as approved by the principal.
  •  Monitors allocated budgets and the status of purchase orders by reviewing AS400 spreadsheet information.
  • Performs all accounting functions related to the payrolls.
  • Processes and transmits payroll information in compliance with guidelines outlined by the Payroll Office.
  • Monitors compliance with the Fair Labor Standards Act’s reporting requirements for all employees at the school subject to the Act. (This includes Cafeteria, Bus and any other payrolls that may be prepared by someone else.)
  • Accumulates and enters all leave slips in processing the payroll reports.
  • Maintains a list of all substitute teachers that the principal has approved for hire at the school and monitors the use of substitutes in processing the ten-month payroll reports.
  • Coordinates the timely processing of professional development forms.
  • Maintains accurate records of inventoried items purchased, moved or disposed of during the year. 
  • Conducts a physical inventory of tagged items in the school at year-end.

  • Performs all other duties and accepts responsibilities as assigned.

 

Qualifications:

  • High School Diploma.
  • Associate’s Degree in Bookkeeping or Accounting.
  • Two (2) years – four (4) years of experience in bookkeeping or accounting/clerical work

 

Knowledge, Skills and Abilities:

  • General knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions.
  • General knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures.
  • General knowledge of office methods and procedures.
  • General knowledge of standard office practices, procedures, equipment and secretarial techniques.
  • Thorough knowledge of departmental functions, organization, policies and various school programs.
  • Thorough knowledge of grammar, vocabulary and punctuation.
  • Ability to plan, organize, and prioritize.
  • Ability to maintain effective working relationships with the public and other government employees.
  • Ability to present information clearly and concisely in oral and written form.
  • Ability to interpret, analyze and report information.
  • Ability to interpret and apply laws, regulations, and policies to the maintenance of financial records.
  • Ability to use complex word processing and spreadsheet software programs.
